Public Health Solutions is dedicated to fostering strong partnerships with government agencies and nonprofit organizations to ensure that all New Yorkers have access to comprehensive and inclusive healthcare services. Through collaborative efforts, we work hand in hand with these entities to address the diverse health needs of our communities.
In 2018, Public Health Solutions launched WholeYouNYC (WYNYC), a citywide, innovative, technology-enabled community resource network. WYNYC connects New Yorkers to a broad range of healthcare and social services, ensuring timely access to the right resources, in the right place, at the right time.
- Public Health Solutions offers New Yorkers food assistance, health insurance enrollment, maternal and child support, and sexual and reproductive health services. Use our “Find Services” tool to navigate these resources. Community members can fill out a short form on our website to connect with a free PHS Navigator who can assist you in accessing community resources.
- WYNYC has grown to include over 500 organizations offering 800+ services across all NYC boroughs, addressing needs from food and housing to employment and health services. Joining WYNYC provides partners with: free/low-cost use of innovative technologies for making referrals and communication, new referral sources and resource access for those served by your organization, data to secure additional resources, opportunities for funded projects aligned with your mission, support from PHS’ coordination center and navigators.
Healthcare-Community Partnerships is creating trustworthy and reliable pathways between healthcare settings and community resources like food, housing, benefits, and transportation, so that people have the basic elements they need in place to achieve wellness. To achieve this, the team launched WholeYouNYC, a citywide, community-based network of organizations connected via technology that coordinates referrals to hundreds of essential services.
Through our Healthcare-Community Partnerships (HCP), we aim to build trustworthy, reliable and sustainable partnerships between healthcare and human services to improve the social drivers of health.
- Our Food and Nutrition Services Bundle (FNS Bundle) combats food insecurity by linking public hospital patients to various city-wide food and nutrition resources, including SNAP, WIC, meal delivery, food pantries, and diabetes education. Trained Community Health Workers (Food Navigators) screen participants, assess their needs, and guide them to appropriate resources, streamlining access and improving successful connections.
- Our Harlem Health Advocacy Partners (HHAP) program offers free support to improve health and neighborhood conditions for Central and East Harlem NYCHA residents. Trained Community Health Workers provide targeted outreach, wellness initiatives, and one-on-one coaching, connecting residents to health education, chronic disease self-management resources, affordable healthcare, social services, advocacy, benefits assistance, and more.
CAMS manages the complex administrative requirements of public health initiatives. CAMS conducts full lifecycle contract management with small, medium, and large nonprofits for public health programs.
Since our incorporation in 1957, PHS has received and administered grants for New York City agencies, principally the New York City Department of Health and Mental Hygiene, and other organizations to support programs and services that further public health. What started with a handful of small programs has grown into the management of over $225 million in public health initiatives annually. These initiatives are funded by New York City Tax Levy, Federal, New York State, and private awards.
PHS distributes these funds to small, medium, and large non-profit organizations located in all five boroughs of New York City in two main ways: By receiving funds directly on behalf of organizations as a bona fide agent and by operating under contract for administrative services
Contracts and Administrative Management Services

- Prepares required documents such as Federal Financial Reports, Budget Modifications and others.
- Manages funds with a high degree of transparency and accountability.
- Does it all-from procurement and negotiations to contract execution, monitoring contractor compliance with terms and conditions and contract closeout, we do it all. We have a library of contract boiler plates, including for federally funded subrecipient agreements, that can be tailored to the funder requirements.
- Performs integrity checks during procurements and inherent risk assessments on an ongoing basis.
- Conducts reviews and monitoring such as fiscal audits and site visits to ensure compliance with funder requirements.
The WIC Vendor Management team trains and certifies pharmacies and grocery stores to serve as WIC vendors, ensuring WIC participants have broad access to formulas and foods across New York State.
